Listings tagged Community health center are federally funded health centers and rural clinics that treat everyone regardless of insurance or ability to pay: required to bill on a sliding fee scale and provide confidential care, and in many states minors may consent to their own STI testing. A Title X tag flags centers funded for confidential family-planning services; confirm current participation when you call.

Planned Parenthood of Greater New York in Corning runs full STI care (HIV, syphilis, gonorrhea, chlamydia, herpes, hepatitis B and C) on a sliding-scale fee through a family planning framework, with same-visit treatment for bacterial infections and interpretation services available for non-English languages.
For anyone navigating STI care, PrEP management, or DoxyPEP counseling without English as a primary language, interpretation services are built into the clinic's standing offering at Planned Parenthood of Greater New York. Meaning language is not a barrier to receiving the same clinical conversation, not a reduced version of it.
Many providers fold family planning into general care without distinguishing what that means for younger patients. Planned Parenthood of Greater New York holds Title X designation, which carries a legal confidentiality guarantee for minors seeking family planning and STI services. A protection most clinical settings simply don't carry.
Doxycycline post-exposure prophylaxis (DoxyPEP), taken within 72 hours of a bacterial STI exposure to reduce chlamydia and syphilis risk, is prescribed here alongside both PrEP and PEP, making Planned Parenthood of Greater New York one of the few Corning-area clinics maintaining all three prevention-medication pathways without routing any of them elsewhere.

Arnot Health in Elmira operates within a hospital health system, bringing the depth of that infrastructure to STI care: rapid and conventional HIV testing, herpes, hepatitis B and C, syphilis, gonorrhea, and chlamydia, with same-visit treatment for bacterial infections, all at no fee.
When cost stands between a person and follow-through (a second visit skipped, a treatment course started late) the gap compounds quickly. Arnot Health closes it entirely: testing, treatment, PrEP, hepatitis care, and vaccines all carry no fee, so nothing at the billing stage interrupts the care.
Arnot Health prescribes both PrEP and PEP on-site, which means ongoing HIV prevention is built into the same appointment as testing. Giving patients a continuous, managed prevention plan rather than a separate process to navigate elsewhere.
Plenty of testing sites confirm a hepatitis C diagnosis and leave the treatment step to a specialist referral that may take weeks to land. Arnot Health treats hepatitis C on-site, so a positive result moves directly into a treatment plan without the delay of finding additional providers.

STD stats & rates
How reported STI rates in Steuben County, the county that includes Painted Post, compare with New York and U.S. averages, based on the most recent 2023 surveillance data. An estimated ~27% of residents are aged 15–34 (ACS), the age group with the highest reported chlamydia and gonorrhea rates nationally.

Reading these numbers: reported case rates only count infections that were actually tested for and diagnosed, so they track local screening effort as much as true spread: a higher rate can reflect more testing, a lower one less. Either way, most STIs cause no symptoms, so treat the figures above as context rather than a verdict, and test on the CDC's schedule regardless of how your area looks.
Between 2020 and 2023 in Steuben County, chlamydia has fallen from 205.2 to 197.5 per 100,000 (4%), gonorrhea has risen from 36.3 to 41.2 per 100,000 (13%), and P&S syphilis has risen from 3.2 to 20.6 per 100,000 (544%).
The 2020 dip reflects reduced pandemic-era screening, not lower transmission. Source: CDC NCHHSTP AtlasPlus (county, state & U.S., all-ages basis).
Community health context
Sources: CDC PLACES (ZIP), County Health Rankings, CDC/ATSDR SVI, HRSA HPSA, HRSA MUA/P, Neighborhood Atlas ADI. Lower insurance coverage, fewer routine checkups, and a thin primary-care ratio all raise the value of low-cost public clinics and at-home testing in Steuben County.
Local HIV snapshot
Steuben County HIV care continuum (2023)
Steuben County recorded 0 new HIV diagnoses per 100,000 (2023), against 14.1 statewide and 13.7 nationally. Among Steuben County residents living with HIV, 84.3% are in care · 75.9% are virally suppressed. Early, routine testing is what moves these numbers: it is the entry point to PrEP, treatment, and viral suppression.
Sources: AIDSVu (Emory/Gilead) · CDC AHEAD · CDC AtlasPlus · CDC NCHHSTP AtlasPlus (county care continuum). The CDC recommends everyone aged 13–64 test for HIV at least once: every lab and clinic listed above offers HIV testing, and free rapid HIV testing is available at a local health department.
Congenital syphilis, passed from parent to baby in pregnancy, is the fastest-rising STI in the country. U.S. cases climbed from 2,163 in 2020 to 3,882 in 2023. It is almost entirely preventable: the CDC recommends a syphilis test at the first prenatal visit, and every clinic and lab listed for Steuben County tests for syphilis.

Local context
That access reality matters in a place where roughly four in ten households rent at rates that keep budgets lean, and where homeowners aren't necessarily flush either, given how modest local property values run. When cost or time becomes a reason to wait, the people most likely to delay are those in their late teens and twenties. Years when relationships are forming and screening has the most practical value. Painted Post's workforce picture adds another layer.
Labor-force participation is solid but not universal, and the households that are working tend to be genuinely busy ones: average household size leans larger than in many small New York villages, and a good share of adults are navigating the logistics of family life, whether partnered or not. Getting a test scheduled means finding an option among those listed here that lines up with work shifts and childcare, not with an open afternoon. The married-adult share here is meaningful: committed partnerships don't eliminate the case for periodic screening, especially when one partner's history predates the relationship. For households of nearly three people on average, a fifteen-minute appointment is just another item on the week's list.

Two things that actually depend on New York law: who can consent, and whether partners can be treated without their own visit. Everything else about testing privately is the same nationwide (see below).
In New York, a minor of any age can consent to confidential STI testing and treatment on their own, no parental permission is required.
New York permits Expedited Partner Therapy (EPT): if you test positive for chlamydia or gonorrhea, your provider can give you medication (or a prescription) to pass to your partner, no separate exam or appointment needed for them.
Keeping a test private works the same in every state. Whether an STD test shows on insurance (the EOB), how to test anonymously, and self-pay options that leave no insurance trail don’t change by location.
